s 3 Finance

(1) The Secretary of State may make to the NCS Trust such payments by way of grant out of money provided by Parliament as the Secretary of State considers appropriate. (2) Payments under subsection (1) may be made at such times, and subject to such conditions, as the Secretary of State considers appropriate.
