s 12 Interpretation
In this Chapter— “ the Board ” has the meaning given by section 6 (2) (b) ; “ border security ” has the meaning given by section 3 (5) ; “ civil servant ” means an individual who is employed in the civil service of the State; “ the Commander ” means the Border Security Commander; “ GCHQ ” has the same meaning as in the Intelligence Services Act 1994 (see section 3(3) of that Act); “ partner authority ” has the meaning given by section 3 (5) ; “ public authority ” has the meaning given by section 3 (5) ; “ threats to border security ” is to be constructed in accordance with section 3 (7) to (9) .
