reg 14 Operation of parking place without a licence—penalties

Subject to Article 16 of this Order and to the provisions of Part V of the Schedule to this Order, any person who, in contravention of Article 5 of this Order operates a public off-street parking place without holding a licence for the purpose shall be liable on summary conviction— (a) to a fine not exceeding £200; or (b) in the case of a second or subsequent conviction of an offence under this Article, to a fine not exceeding £400.
