The Local Authorities (Goods and Services) (Public Bodies) Order 2000 art 2

art 2 Designation as a public body

Each of the persons named in column (1) of the Schedule to this Order, being a person appearing to the Secretary of State for the Environment, Transport and the Regions to be exercising functions of a public nature, shall be a public body for the purposes of the Local Authorities (Goods and Services) Act 1970.
