In the event of temporary difficulties in the supply of propagating material satisfying the requirements of this Directive which cannot be overcome within the Community, rules may be adopted, in accordance with the procedure laid down in Article 17, concerning the marketing of propagating material meeting less stringent requirements. TITLE VII PROPAGATING MATERIAL PRODUCED IN THIRD COUNTRIES
