Before the end of a period for performing a commitment entered into under Chapter VI of Regulation (EC) No 1257/1999, Member States may authorise the transformation of that commitment into a new commitment for a period of between five and seven years as a general rule under Regulation (EC) No 1698/2005 provided that: (a) any such transformation is of unquestionable benefit to the environment or to animal welfare; and (b) the existing commitment is significantly reinforced.
