Article 1
This Directive lays down rules on the conditions and procedure for unrepresented citizens in third countries to obtain an EU Emergency Travel Document (‘EU ETD’) and establishes a uniform format for such document.

Article 2
For the purposes of this Directive, the following definitions apply: (1) ‘unrepresented citizen’ means any citizen holding the nationality of a Member State which is not represented in a third country as set out in Article 6 of Directive (EU) 2015/637; (2) ‘applicant’ means the person applying for an EU ETD; (3) ‘recipient’ means the person being issued an EU ETD; (4) ‘assisting Member State’ means the Member State receiving an application for an EU ETD; (5) ‘Member State of nationality’ means the Member State of which the applicant claims to be a national; (6) ‘working days’ means all days other than public holidays or weekends observed by the authority required to act.
