Article 1

1.   The Commission is hereby authorised to open negotiations, on behalf of the Union, for an international agreement with the United States of America on the security procedures for the launch of Galileo first generation satellites from United States’ territory. 2.   The negotiations shall be conducted on the basis of the negotiating directives of the Council set out in the addendum to this Decision.

Article 2

The Commission is hereby nominated as the Union negotiator.

Article 3

1.   The negotiations referred to in Article 1 shall be conducted in consultation with the Council Security Committee, which is hereby designated as the special committee within the meaning of Article 218(4) of the Treaty on the Functioning of the European Union and in accordance with the directives contained in the addendum to this Decision, subject to any directives which the Council may subsequently issue to the Commission. 2.   The Commission shall provide the Council Security Committee with all information necessary for it to monitor the progress of the negotiations, including reporting on the outcome of the negotiations promptly after each negotiating session.

Article 4

This Decision is addressed to the Commission.
