Article 1

Annex I to Regulation (EU) 2024/2642 is amended in accordance with the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union .

Ivan Kasyanenko is the deputy commander of the Special Operations Service (SSD) of the GRU, which absorbed certain elements of Unit 29155, and is a senior official who oversees SSD operations. He has been identified as a principal organiser and supervisor of Unit 29155 activities connected to Afghanistan, including alleged efforts to provide financial incentives for attacks targeting the United States and personnel of the international coalition operating in Afghanistan.

Ivan Kasyanenko also coordinated operations linked to the 2018 Novichok poisonings of Sergei Skripal and his daughter, Yulia Skripal. In addition, he has been linked to the coordination of covert Russian activities in Europe, the management and integration of Wagner Group networks in Africa in 2023 and military-technical cooperation initiatives involving Iran.

Therefore, Ivan Kasyanenko is responsible for and implementing actions or policies attributable to the Government of the Russian Federation which undermine or threaten democracy, the rule of law, stability and security in third countries by undermining public order and safety, and by exploiting armed conflicts, instability and insecurity.
