Article 1

Annex I to Regulation (EC) No 765/2006 is amended in accordance with the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union .

It is part of the Belneftekhim concern, which has been subject to restrictive measures by the Union since 3 August 2023, and is owned almost entirely by the state of Belarus and Slavneft. The refinery is of significant importance for the Lukashenka regime. Mozyr Oil Refinery is also a part-owner of the Belarusian Oil Company (BNK), Belarus’s leading exporter of petroleum, alongside Belorusneft and Naftan, Therefore, Mozyr Oil Refinery is controlled by and associated with entities supporting and benefitting from the Lukashenka regime. Because of its importance to the Belarusian economy, Mozyr Oil Refinery is also supporting and benefitting from the Lukashenka regime. 23.7.2026’
