Article 3

For the purposes of this Regulation, 'public sector' means Community institutions or bodies, central governments, regional, local or other public authorities, other bodies governed by public law or public undertakings of Member States. 'National central banks' means the central banks of the Member States and the Luxembourg Monetary Institute.
