Article 2

1. The restructuring plan must fully be implemented. All possible measures shall be taken to ensure that the plan is put into effect. 2. Germany shall submit an annual report to the Commission on the implementation of the restructuring plan. 3. If the conditions set out in paragraphs 1 and 2 are not fulfilled, the exemption can be withdrawn.
