Article 3
This Regulation shall enter into force on the third day following its publication in the Official Journal of the European Communities. It shall apply from 1 April 2002. However, the provisions referred to in Article 1(2)(c) and Annex XI(A)(10) to Regulation (EC) No 999/2001, as amended by Annex II to this Regulation, shall apply from 1 March 2002. This Regulation shall be binding in its entirety and directly applicable in all Member States. Done at Brussels, 14 February 2002.
