Article 13

More favourable national provisions Member States may issue residence permits of permanent or unlimited validity on terms that are more favourable than those laid down by this Directive. Such residence permits shall not confer the right of residence in the other Member States as provided by Chapter III of this Directive. CHAPTER III RESIDENCE IN THE OTHER MEMBER STATES
