Article 31
Measures in respect of Contracting Party nationals Member States shall cooperate and take all necessary measures in accordance with national and Community law, in order to: (a) ensure that nationals subject to their jurisdiction do not support or engage in IUU fishing, including engagement on board vessels appearing in the IUU list referred to in Article 29; (b) identify those nationals who are the operators or beneficial owners of vessels involved in IUU fishing. Member States shall ensure that penalties for IUU fishing applied to nationals under their jurisdiction are of sufficient severity to effectively prevent, deter and eliminate IUU fishing and to deprive offenders of the benefits accruing from such illegal activity.
