Article 68

1.   The financial commitment by the Commission is the operation reserving the funds necessary to cover subsequent payments to honour a legal commitment. 2.   The legal commitment by the Commission is the act whereby the authorising officer responsible enters into or establishes an obligation with regard to third parties which results in a charge to the EDF. 3.   The financial commitment and the legal commitment shall be adopted by the same authorising officer. That rule may be waived in the following cases: (a) administrative expenditure incurred by the Commission within the meaning of Article 69(3) in respect of which the financial commitments have been divided in accordance with Article 69(2); (b) global commitments relating to financing agreements under Article 70(3).
