Article 98

1.   Member States shall ensure that emergency response plans are established in advance for the various types of emergencies identified by an assessment of potential emergency exposure situations. 2.   The emergency response plans shall include the elements defined in Section B of Annex XI. 3.   The emergency response plans shall also include provision for the transition from an emergency exposure situation to an existing exposure situation. 4.   Member States shall ensure that emergency response plans are tested, reviewed and, as appropriate, revised at regular intervals, taking into account lessons learned from past emergency exposure situations and taking into account the results of the participation in emergency exercises at national and international level. 5.   The emergency response plans shall, where appropriate, incorporate relevant elements of the emergency management system referred to in Article 97.
