Article 4

1. The measures which Italy implemented for Meridiana and Germanwings constitute State aid within the meaning of Article 107(1) of the Treaty. The State aid was granted by Italy in violation of Article 108(3) of the Treaty. 2. The State aid referred to in paragraph 1 is incompatible with the internal market.
