General principles
Article 3
1. Procurement procedures shall be carried out in accordance with the general principles of transparency and publicity, proportionality, equal access and equal treatment, non-discrimination and fair competition. 2. The ECB shall conduct procurement procedures in English, unless there are exceptional circumstances relating to the procedure or the subject matter of the contract that require the use of different languages. The ECB shall document any such circumstances.
