Independence of staff
Article 10
1. The staff of payment card schemes shall be different from the staff of processing entities. 2. The staff of payment card schemes and of processing entities may perform tasks related to the provision of shared services as referred to in Article 12. 3. The staff of a processing entity may perform tasks related to the design of the single set of rules, practices, standards and implementation guidelines for the execution of card-based payment transactions, provided that: (a) the tasks related to the design of the single set of rules may be performed by other processing entities on a non-discriminatory basis; (b) the design of those rules involves a representative sample of all processing entities participating in the payment card scheme.
