Article 3
1. The direct or indirect export to the United States of products originating in the Union and listed in Annex XIV shall be prohibited from 7 September 2025. 2. The prohibition imposed in paragraph 1 shall not apply to the export of goods intended exclusively for use for humanitarian purposes, health emergencies, the urgent prevention or mitigation of an event likely to have a serious and significant impact on human health and safety or the environment or as a response to natural disasters. The exporter shall declare in the customs declaration that the items are being exported under the relevant exemption set out in this paragraph and shall notify the competent authority of the Member State where the exporter is resident or established of the first use per recipient in the United States of the relevant exemption.
