Article 4

The negotiations shall be conducted in consultation with the Working Party on Enlargement and Countries Negotiating Accession to the EU (COELA), which is hereby designated as the special committee provided for in Article 218(4) of the Treaty on the Functioning of the European Union. The Commission shall report regularly to that special committee on the progress of the negotiations. Additionally, negotiations on roaming issues shall be conducted in consultation with the Working Party on Telecommunications and Information Society.
