除非金融管理專員認為，為了確保有關認可機構在承受嚴峻壓力時，其恢復計劃對穩定和重建其財政資源及持續經營能力屬合適，金融管理專員施加有關規定是有需要或適宜的，否則金融管理專員不得施加該規定。
