s 20 Requirement and approval of plans
(1) Every application to carry out any work, building, erection or alteration specified in section 19 shall be submitted to the Director General and shall be accompanied by—
(a) the plans and specifications of the proposed work, building, erection or alteration together with details of the control equipment, if any, to be installed;
(b) a lay-out plan indicating the site of the proposed work, building, erection or alteration which will take place in relation to the surrounding areas;
(c) the details of the trade, industry or process proposed to be carried on in such premises;
(d) descriptions of waste constituents and characteristics; and
(e) such other information which the Director General may require,
and the applicant shall pay the prescribed fee.
(2) The Director General may grant such application either subject to conditions or unconditionally and may require the licensee to provide and bear the cost of the control equipment and of a satisfactory monitoring programme:
Provided that no application shall be granted unless the applicant has obtained planning approval from the competent planning authority.

(1) Tiap-tiap permohonan untuk menjalankan apa-apa kerja, bangunan, binaan atau perubahan yang dinyatakan dalam seksyen 19 hendaklah dihanțar kepada Ketua Pengarah dan hendaklah disertai dengan—
(a) plan-plan dan penentuan-penentuan bagi kerja bangunan, binaan atau perubahan yang dicadangkar itu bersama dengan butir-butir mengenai kelengkapan kawalan, jika ada, yang hendak dipasang; • (b) suatu plan susunatur menunjukkan tapakbina bagi kerja, bangunan, binaan kica, bkaguayagakanditakanekan alulan dengan kawasan-kawasan di sekelilingnya;
(c) butir-butir mengenai tred, perindustrian atau proses .yang dicadang hendak dijalankan dalam premis itu;
(d) perihal juzuk-juzuk dan ciri-ciri buangan; dan
(e) apa-apa maklumat lain yang, dikehendaki oleh Ketua Pengarah, dan pemohon hendaklah membayar bayaran yang ditetapkan.
(2) Ketua Pengarah boleh meluluskan permohonan itu samada tertakluk kepada syarat-syarat atau dengan tidak bersyarat dan boleh .menghendaki pemegang lesen itu
[Bah. IV, S. 20-22] mengadakan dan menanggung kos bagi kelengkapan kawalan dan kos bagi sesuatu program pengawasan yang memuaskan: Dengan syarat bahawa tiada sesuatu permohonan boleh diluluskan melainkan jika pemohon telah mendapat kelulusan rancangan daripada pihakberkuasa perancang yang layak.
