s 55 Alternative remedy by suit

Notwithstanding anything contained in sections 52 to 54 and section 66, the Commission may recover by suit any rates, expenses, costs or, in case of sale, the balance thereof when the proceeds of sale are insufficient, or any penalties or fines payable to or recoverable by the Commission under this Act.
