s 63 Powers of Commission to order vessels to come alongside

The Commission may order any sea-going vessel within the port to come alongside any suitable quay, wharf, jetty, pier or landing stage vested in or under the control of the Commission for the purpose of landing or shipping goods or cargo or passengers, provided that the vessel has not commenced landing goods or cargo or passengers, or, if about to ship goods or cargo or passengers, has not commenced to do so. In making the order the Commission shall have regard, as far as possible, to the convenience of the vessel and of the shippers in respect of any particular quay, wharf, jetty, pier or landing stage.
