s 17 Power of Minister to make regulations
(1) The Minister may make all such regulations as may be necessary for the purpose of giving effect to the provisions of this Act.
(2) In particular and without prejudice to the generality of subsection (1), such regulations may provide for all or any of the following matters:
(a) the powers and functions of the Board;
(b) the matters relating to which by-laws may be made by the Board; and
(c) the preparation, audit and submission to the Minister of estimates, budgets, statements and returns.

Kuasa Menteri untuk membuat peraturan-peraturan
(1) Menteri boleh membuat semua peraturan yang perlu bagi maksud menguatkuasakan peruntukan Akta ini.
(2) Khususnya dan tanpa menyentuh keluasan subseksyen (1), peraturan-peraturan itu boleh mengadakan peruntukan berkenaan dengan semua atau mana-mana daripada perkara yang berikut:
(a) kuasa dan fungsi Lembaga;
(b) perkara yang berhubungan dengannya undang-undang kecil boleh dibuat oleh Lembaga; dan
(c) penyediaan, pengauditan dan pengemukaan kepada Menteri akan anggaran, belanjawan, pernyataan dan penyata.
