A person who commits an offence against this Act or the rules or regulations, for which no other penalty is specifically provided thereby, is liable, on a first conviction, to imprisonment for six months or to a fine of five thousand ringgit and, on a second or subsequent conviction, to imprisonment for one year or to a fine of ten thousand ringgit of to both.
