s 18 Restriction on study of martial arts

(1) No two or more persons shall congregate to study any form of martial arts unless they are registered instructors or members of a society or body of persons which is registered as a martial arts society. (2) Notwithstanding subsection (1), the Registrar may exempt from the provisions of this Act, any organization or association in respect of which there is for the time being in force a certificate (which may be granted, refused or cancelled at his discretion) by a person or authority appointed under the provisions of the written law for the time being in force relating to the registration of schools that such organization or association forms part of the curriculum of a school. (3) Any person who falls within any of the classes of persons mentioned in the Second Schedule shall not— (a) join as a member of a body of persons which is registered as a martial arts society; or (b) if he is a member of a society which is registered as a martial arts society, study any form of martial arts, except with the prior written permission of the Registrar. (4) The Minister charged with the responsibility for registration of societies may by order published in the Gazette amend the Second Schedule as he thinks fit. (5) Any person who contravenes subsection (1) or (3) shall be guilty of an offence and shall on conviction be liable to a fine not exceeding five thousand ringgit or to imprisonment not exceeding five years or to both.

Sekatan mengenai mempelajari seni mempertahankan diri

(1) Tiada mana-mana dua orang atau lebih boleh berkumpul untuk mempelajari apa-apa gaya seni mempertahankan diri melainkan jika mereka ialah pengajar yang didaftarkan atau anggota suatu pertubuhan atau kumpulan orang yang didaftarkan sebagai suatu pertubuhan seni mempertahankan diri. (2) Walau apa pun subseksyen (1), Pendaftar boleh mengecualikan daripada peruntukan Akta ini, mana-mana pertubuhan atau persatuan yang berkenaan dengannya, ada pada masa itu berkuat kuasa, suatu perakuan (yang boleh diberi, ditolak atau dibatalkan mengikut budi bicaranya) oleh seseorang atau sesuatu pihak berkuasa yang dilantik di bawah peruntukan undang-undang bertulis yang pada masa ini berkuat kuasa yang berhubungan dengan pendaftaran sekolah bahawa pertubuhan atau persatuan itu menjadi sebahagian daripada kurikulum sesuatu sekolah. (3) Mana-mana orang yang termasuk dalam mana-mana kelas orang yang disebut dalam Jadual Kedua tidak boleh— (a) masuk sebagai anggota suatu kumpulan orang yang didaftarkan sebagai suatu pertubuhan seni mempertahankan diri; atau (b) jika dia seorang anggota suatu pertubuhan yang didaftarkan sebagai suatu pertubuhan seni mempertahankan diri, mempelajari apa-apa gaya seni mempertahankan diri, kecuali terlebih dahulu mendapat kebenaran bertulis Pendaftar. (4) Menteri yang bertanggungjawab bagi pendaftaran pertubuhan boleh melalui perintah yang disiarkan dalam Warta meminda Jadual Kedua sebagaimana yang difikirkannya patut. (5) Mana-mana orang yang melanggar subseksyen (1) atau (3) melakukan suatu kesalahan dan boleh apabila disabitkan didenda tidak melebihi lima ribu ringgit atau dipenjarakan tidak melebihi lima tahun atau kedua-duanya.
