Educational Institutions (Discipline) Act 1976 s 23
s 23 Minister’s power to apply provisions of Act to Institutions with modifications, etc.
The Minister may, from time to time, in his absolute discretion, by order published in the Gazette, direct that such provisions of this Act, including those of the Second or Third Schedule, as he may specify in the order, shall not apply to any particular Institution or class or description of Institutions, or that the same shall apply thereto with such modifications, adaptations, additions, deletions or amendments as he may deem necessary or expedient.

Kuasa Menteri untuk memakai peruntukan Akta bagi Institusi dengan ubah suaian, dsb.
Menteri boleh, dari semasa ke semasa, menurut budi bicara mutlaknya, dengan perintah yang disiarkan dalam Warta, mengarahkan supaya mana-mana peruntukan Akta ini termasuk peruntukan Jadual Kedua atau Ketiga, sebagaimana yang dinyatakannya dalam perintah itu, tidak terpakai bagi sesuatu Institusi atau kelas atau perihal Institusi tertentu, atau supaya peruntukan itu terpakai baginya, dengan apa-apa ubah suaian, penyesuaian, tambahan, potongan atau pindaan sebagaimana yang difikirkannya perlu dan suai manfaat.
