s 3 Power of Minister to decide any question as to Executive Head
Where any question arises as to who is the Executive Head of any particular Institution the question shall be decided by the Minister whose decision thereon shall be final.

Jika terbit sesuatu persoalan tentang siapakah Ketua Eksekutif sesuatu Institusi tertentu maka persoalan itu hendaklah diputuskan oleh Menteri dan keputusan Menteri mengenai persoalan itu adalah muktamad.
