s 86 Power of delegation
The Minister may, by notification in the Gazette and subject to such conditions and restrictions as may be prescribed in such notification, delegate the exercise of the powers or the performance of the duties conferred or imposed on him by this Act to any person described by name or office: Provided that such delegation shall not affect the exercise of any such power or the performance of any such duty by the Minister.
