Second-hand Dealers Act 1946 s 5
s 5 Exemptions
In any State the Chief Police Officer may, at his discretion and on payment of the prescribed fee, exempt any person carrying on business within the State from any of the provisions of this Act, other than section 8 or section 14, upon the conditions and to the extent mentioned in the exemption.

Pengecualian
Dalam sesuatu Negeri, Ketua Pegawai Polis boleh, menurut budi bicaranya, dan setelah dibayar bayaran yang ditetapkan, mengecualikan mana-mana orang yang menjalankan perniagaan dalam Negeri itu daripada mana-mana peruntukan Akta ini, selain seksyen 8 atau seksyen 14, dengan syarat–syarat dan setakat mana yang disebut dalam pengecualian itu.
