Any telecommunication officer who transmits or allows Fraudulently to be transmitted by telecommunication any message on which the charge prescribed by the Government or by a person licensed under this Act, as the case may be, has not been paid, intending thereby to defraud the Government or that person, shall be guilty of an offence and shall, on conviction, be llable to a tine not exceeding/three hundred"/ten thausend dollars or to imprisonment for a term which may extend to three years or to both.
