s 23 Time and place of landing goods inwardly
(1) No goods imported by sea or transported by water from any place in Malaysia shall be landed—
(a) except at a legal landing place: Provided that in Sabah and Sarawak goods may be landed at a sufferance wharf;
(b) until permission to do so has been received from the proper officer of customs; and
(c) except on such days and during such times as may be prescribed, unless permission to land goods on other days and during other times has been granted by the proper officer of customs.
(2) Except with the permission of the proper officer of customs, no such goods—
(a) after having been landed or unshipped shall be transhipped; or
(b) after having been put into any boat or craft to be landed shall be removed into any other boat or craft previously to their being landed.
(3) The foregoing provisions of this section shall not apply to fresh fish, whether packed with ice or not, which is landed from any vessel licensed for the purpose of fishing under any written law.

(1) Tiada barang-barang yang diimport melalui laut atau diangkut melalui air dari mana-mana tempat di Malaysia boleh didaratkan-
(a) kecuali di sesuatu tempat mendarat yang sah di sisi undang-undang: Dengan syarat bahawa di Sabah dan Sarawak barang-barang bolehlah didaratkan di sesuatu dermaga yang dibenarkan;
(b) sehingga kebenaran untuk berbuat sedemikian telah diterima daripada pegawai kastam yang hak; dan () keuapkan, d hari-hari dan masa yang ditetapkan, melainkan jika kebenaran untuk mendaratkan barang-barang pada hari-hari dan masa yang lain telah diberi oleh pegawai kastam yang hak.
(2) Kecuali dengan kebenaran pegawai kastam yang hak, tiada barang-barang sedemikian-
(a) setelah didaratkan atau diturunkan dari kapal boleh dipindahkapalkan; atau
(b) setelah diletakkan ke dalam mana-mana bot pesawat untuk didaratkan boleh dipindahkan ke dalam mana-mana bot atau pesawat lain sebelum ia didaratkan. : :

(3) Peruntukan-peruntukan terdahulu seksyen ini tidaklah terpakai bagi ikan basah, sama ada dibungkus dengan air batu atau tidak, yang didaratkan daripada mana-mana vesel yang dilesen bagi maksud menangkap ikan di bawah mana-mana undang-undang
