The master of any ship who- 1) departs or attempts to depart from any po! eaving unpaid any dues required to be pa: (b) obstructs any person in the performance of the duties of his office under the Ordinance, shall be liable on conviction to a fine of one thousand dollars. House of Rebrescntatives
