(1) Every declaration required by or for the purposes of this Act may be made before any Registrar or Assistant Registrar or before any commissioner for oaths or before a notary public.
(2) Every such declaration shall be deemed to be a declaration within the meanings of section 199 and section 200 of the Penal Code [Act 574].
