(1) No act or proceeding of the Board or any Votancy committee thereof shall be questioned on account of notto any vacancy among the members or on account of the acts, elc. appointment of any member having been defective. (2) Until the contrary is proved, every meeting of the Board or of any committee thereof shall be deemed to have been duly conyened and held and all members present thereat shall be deemed to have been duly qualified. (3) A statement in any document to the effect that ny function has been delegated under this Part shal inless the contrary is proved, be evidence that suc delegation has been lawfully made.
