Tertakluk kepada peruntukan-peruntukan Akta ini Lain-lain dan kepada hak pengguna menghendaki supaya dia melalui dikenakan caj mengikut setengah-setengah cara atau perjanjian. cara-cara lain yang tersebut di atas, Lembaga boleh membuat apa-apa perjanjian dengan seorang pengguna tentang harga yang akan dikenakan bagi tenaga dan cara bagaımana caj itu hendak ditentukan, dan boleh mencaj sewajarnya.
