Walau apa pun peruntukan lain dalam Akta ini, Menteri boleh, bagi kepentingan awam, melalui perintah menggantung fungsimenggantung semua atau mana-mana fungsi eksekutif fungsi eksekutif. Lembaga atau mana-mana anggota atau mana-mana pegawai atau pengkhidmat Lembaga dan menyerahkannya kepada mana-mana orang atau orang-orang.bagi sesuatu tempoh yang disifatkannya patut.
