Walaupun sesuatu pantai, dasar tasik, sungai, tali Hak air, caruk, teluk atau muara adalah terliput dalam Kerajaan kawasan bekalan, tiada apa-apa jua boleh membenar- Sabah di kan Lembaga mengambil, mengguna atau dengan apa jua cara mengganggu mana-mana bahagıan pantal, dasar tasik atau sungai, tali air, caruk, teluk atau muara u atau apa-apa hak berkenaan aengannya, alau alrny anpa terlebih dahulu mendapat keizinan secara be tulis daripada Pihak Berkuasa Negeri dan tiada apa-apa
