s 16 Secrecy and penalty
(1) Except for the purposes of this Act or of any criminal proceedings under this Act, no member, officer or servant of the Council shall disclose any information with respect to any individual business, which has been obtained by him in the course of his duties and which is not published in pursuance of this Act.
(2) Any member knowingly contravening subsection (1) shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding one year.

(1) Kechuali bagi maksudz Akta ini atau bagi maksud Renatadan sa-suatu pembicharaan jenayah di-bawah Akta ini, tiada sa-saorang ahli, pegawai atau penjawat Majlis boleh membukakan apaz maklumat berkenaan dengan mana? satu urusan yang telah di-dapati oleh-nya sa-masa menjalankan kewajipan2-nya dan yang tidak di-siarkan menurut Akta
(2) Mana2 ahli yang dengan di-ketahuï-nya melanggar peruntokan- sekshen-kechil (1) ada-lah melakukan suatı <esalahan dan apabila di-thabitkan, boleh di-kenakan denda tidak lebeh daripada lima ribu ringgit atau penjara sa-lama tempoh tidak lebeh daripada satu tahun.
