Nothing in this Part shall apply to any power to make regulations conferred upon any person by any written law.

Tiada apa-apa jua dalam Bahagian ini boleh terpakai bagi apa-apa kuasa untuk membuat peraturan-peraturan yang diberikan kepada mana-mana orang oleh mana-mana undang-undang bertulis.
