Fishermen'S Associations Act 1971 s 28
s 28 Special powers of Minister to exempt from requirements as to registration, etc.
(1) Notwithstanding anything contained in this Act the Minister may, by special order in each case and subject to such conditions, if any, as he may impose, exempt any Fishermen’s Association from any of the requirements of this Act as to registration.
(2) The Minister may, by general or special order, exempt any Fishermen’s Association from any other provisions of this Act, or may direct that such provisions shall apply to such association with effect from such date or with such modifications as may be specified in the order.

Kuasa khas Menteri bagi mengecualikan Persatuan daripada kehendak pendaftaran, dsb.
(1) Walau apa pun apa-apa jua yang terkandung dalam Akta ini Menteri boleh, dengan perintah khas bagi setiap hal dan tertakluk kepada apa-apa syarat, jika ada, sebagaimana yang dikenakan olehnya, mengecualikan mana-mana Persatuan
Nelayan daripada mana-mana kehendak pendaftaran di bawah Akta ini.
(2) Menteri boleh, dengan perintah am atau khas, mengecualikan mana-mana Persatuan Nelayan daripada mana-mana peruntukan lain Akta ini, atau boleh mengarahkan bahawa peruntukan itu terpakai bagi persatuan itu mulai dari tarikh atau dengan apa-apa ubah suaian sebagaimana yang dinyatakan dalam perintah itu.
