s 9 Rules

(1) The Minister may make Rules, not inconsistent with the Act, for the good management and government of Compulsory Attendance Centres and for the carrying out of this Act. (2) In particular, and without prejudice to the generality of the foregoing, such Rules may prescribe for all or any of the following purposes or matters: (a) the staffing of the Compulsory Attendance Centres with Prison Officers or instructors and the supervision, treatment and training of offenders; (b) the medical examination, measuring, photographing and taking of statistics, finger impressions or other records of offenders, including detailed personal histories, and for requiring full and truthful answers to all questions put to such persons with the object of obtaining such statistics and histories; (c) the kind of compulsory work to be undertaken by the offenders; (d) the remission of the period of the Compulsory Attendance Order to be allowed to offenders who duly comply with the Rules on which such remissions are to be made; (e) the disposal of the products of the compulsory work of offenders; (f) the amount of remission earned to be forfeited for breach of this Act or the Rules made thereunder; (g) any other matter which under this Act is required or permitted to be prescribed. (3) All Rules made under this Act shall be laid as soon as conveniently may be before the Dewan Rakyat, and if a resolution of the Dewan Rakyat is passed within the next subsequent three months after any such Rule is laid before it that such Rule shall be annulled, such Rule shall thenceforth be void, but without prejudice to the validity of anything previously done thereunder, or to the making of any new Rule.

Kaedah-Kaedah

(1) Menteri boleh membuat Kaedah-Kaedah, yang tidak tak konsisten dengan Akta untuk pengurusan baik dan pentadbiran Pusat Kehadiran Wajib dan untuk pelaksanaan Akta ini. (2) Khususnya, dan tanpa menjejaskan keluasan makna terdahulu, Kaedah-Kaedah itu boleh menetapkan bagi semua atau mana-mana maksud atau perkara yang berikut: (a) penempatan pegawai Pusat Kehadiran Wajib dengan Pegawai Penjara atau pengajar dan pengawasan, layanan dan latihan pesalah; Kehadiran Wajib Pesalah-Pesalah (b) pemeriksaan perubatan, ukuran, pengambilan gambar dan pengambilan statistik, cap jari atau rekod lain pesalah, termasuk sejarah peribadi secara terperinci, dan untuk menghendaki jawapan yang penuh dan benar kepada semua soalan yang dikemukakan kepada seseorang tersebut dengan tujuan untuk mendapatkan statistik dan sejarah tersebut; (c) jenis kerja wajib yang akan diaku janji oleh pesalah; (d) remitan tempoh Perintah Kehadiran Wajib yang dibenarkan kepada pesalah yang mematuhi dengan sewajarnya Kaedah-Kaedah yang mengenainya remitan itu akan dibuat; (e) pelupusan barang keluaran kerja wajib pesalah; (f) amaun remitan yang telah diperolehi yang patut dilucut hak kerana melanggar Akta ini atau Kaedah-Kaedah yang dibuat di bawahnya; (g) apa-apa perkara lain yang di bawah Akta ini adalah dikehendaki atau dibenarkan untuk ditetapkan. (3) Segala Kaedah yang dibuat di bawah Akta ini hendaklah dibentangkan dengan seberapa segera yang sesuai mungkin di hadapan Dewan Rakyat, dan jika suatu ketetapan Dewan Rakyat diluluskan dalam tempoh tiga bulan selepas apa-apa Kaedah dibentangkan di hadapannya bahawa Kaedah itu hendak dibatalkan, maka Kaedah itu hendaklah mulai dari itu menjadi tidak sah, tetapi tanpa menjejaskan keesahan apa-apa yang dibuat sebelum itu di bawahnya, atau kepada pembuatan Kaedah yang baru.
