Optical Act 1991 s 16
(1) For the purposes of this Act there shall be a Registrar. (2) The Director General shall be the Registrar. (3) The Minister may appoint a public officer, who need not be a member of the Council, to be the Deputy Registrar. (4) The Registrar may delegate any of his functions under this Act or any regulations made under this Act to the Deputy Registrar who, in exercising such functions, shall be subject to the control, supervision and direction of the Registrar.
Pendaftar
(1) Bagi maksud Akta ini hendaklah ada seorang Pendaftar. (2) Ketua Pengarah hendaklah menjadi Pendaftar. (3) Menteri boleh melantik seorang pegawai awam, yang tidak semestinya anggota Majlis, menjadi Timbalan Pendaftar. (4) Pendaftar boleh mewakilkan mana-mana fungsinya di bawah Akta ini atau mana-mana peraturan-peraturan yang dibuat di bawah Akta ini kepada Timbalan Pendaftar yang, pada menjalankan fungsi itu, hendaklah tertakluk pada kawalan, pengawasan dan arahan Pendaftar.
