s 11 Power of Majlis to delegate
(1) The Majlis may delegate to any of the members of the Majlis or to any director or any committee the power and authority to carry out on its behalf such duties, powers or functions as the Majlis may determine, and may authorize any such person or committee to delegate to any person or subcommittee thereof any duties, powers or functions delegated to such person or committee.
(2) The Majlis may at the time of delegating any power or authority under subsection (1) to any of the members of the Majlis, director or committee or at any time thereafter give directions as to the manner in which such delegated power or authority is to be exercised and may at any time revoke, modify or increase such delegation.
(3) Without prejudice to the generality of subsection (1) and subject to subsection (2), the Majlis may delegate to any of the members of the Majlis, director, committee or any person, whether an officer or servant of the Majlis or not, authority to sanction expenditure from the Fund or any other money under the control of the Majlis up to such limit as the Majlis shall in each case prescribe.

Kuasa Majlis untuk mewakilkan
(1) Majlis boleh mewakilkan kepada mana-mana anggota Majlis atau kepada mana-mana pengarah atau mana-mana jawatankuasa kuasa dan autoriti untuk menjalankan bagi pihaknya apa-apa kewajipan, kuasa atau fungsi sebagaimana yang ditentukan oleh Majlis, dan boleh memberi kuasa kepada mana-mana orang atau jawatankuasa itu untuk mewakilkan kepada mana-mana orang atau jawatankuasa kecilnya apa-apa kewajipan, kuasa atau fungsi yang diwakilkan kepada orang atau jawatankuasa itu.
(2) Majlis boleh pada masa mewakilkan mana-mana kuasa atau autoriti di bawah subseksyen (1) kepada mana-mana anggota Majlis, pengarah atau jawatankuasa atau pada bila-bila masa selepas itu memberikan arahan mengenai cara yang mengikutnya kuasa atau autoriti yang diwakilkan itu hendaklah dijalankan dan boleh pada bila-bila masa membatalkan, mengubah atau menambah pewakilan itu.
(3) Tanpa menjejaskan keluasan subseksyen (1) dan tertakluk kepada subseksyen (2), Majlis boleh mewakilkan kepada mana-mana anggota Majlis, pengarah, jawatankuasa atau mana-mana orang, sama ada atau tidak pegawai atau pekhidmat Majlis itu, autoriti untuk membenarkan perbelanjaan daripada Kumpulan Wang atau mana-mana wang lain di bawah kawalan Majlis setakat apa-apa had yang hendaklah ditetapkan oleh Majlis dalam setiap hal.
