s 17 Power of licensee to require security
(1) A licensee may require any person who requires a supply of gas pursuant to subsection 14(1) to give him reasonable security for all moneys which may become due to him—
(a) in respect of the supply of gas; and
(b) in respect of any necessary work to be done for the supply of gas,
and if the person fails to give such security, the licensee may, if he thinks fit, refuse to give the supply or to provide the pipeline or installation until the security has been given.
(2) Where the person has not given the security in subsection (1) or the security given by the person has become insufficient, the licensee may by notice require the person, within seven days after the service of the notice, to give him reasonable security for the payment of all moneys which are due to him in respect of the supply and if the person fails to give such security, the licensee may, if he thinks fit, discontinue the supply until the security is given.

Kuasa pemegang lesen untuk menghendaki cagaran
(1) Seseorang pemegang lesen boleh menghendaki mana-mana orang yang menghendaki bekalan gas menurut subseksyen 14(1) supaya memberinya cagaran yang munasabah bagi segala wang yang mungkin menjadi kena dibayar kepadanya—
(a) berkenaan dengan pembekalan gas; dan
(b) berkenaan dengan apa-apa kerja perlu yang dikehendaki dilakukan bagi pembekalan gas,
dan jika orang itu tidak memberikan cagaran sedemikian, pemegang lesen boleh, jika difikirkannya patut, enggan memberikan bekalan atau mengadakan talian paip atau pepasangan sehinggalah cagaran diberikan.
(2) Jika orang itu belum memberikan cagaran dalam subseksyen (1) atau cagaran yang diberikan oleh orang itu menjadi tidak mencukupi, pemegang lesen boleh melalui notis menghendaki orang itu, dalam masa tujuh hari selepas penyampaian notis itu, memberinya cagaran yang munasabah bagi pembayaran semua wang yang kena dibayar kepadanya berkenaan dengan bekalan itu dan jika orang itu tidak memberikan cagaran sedemikian, pemegang lesen boleh, jika difikirkannya patut, memberhentikan bekalan sehinggalah cagaran diberikan.
