National Council on Higher Education Act 1996 s 4
s 4 Members of the Council
The Council shall consist of the following members:
(a) the Minister as Chairman;
(b) the Secretary General of the Ministry of Education or his representative;
(c) the Director General of Education or his representative;
(d) the Secretary General of the Ministry of Finance or his representative;
(e) the Director General of the Economic Planning Unit of the Prime Minister’s Department or his representative;
(f) the Attorney General or his representative;
(g) three Vice-Chancellors of any of the Universities and University Colleges established under the Universities and University Colleges Act 1971;
(h) not more than two persons who are the chief executive officers of any private higher educational institution; and
(i) not more than three persons who, because of their knowledge and experience, would in the opinion of the Minister be of assistance to the Council.

Anggota Majlis
Majlis hendaklah terdiri daripada anggota yang berikut:
(a) Menteri sebagai Pengerusi;
(b) Ketua Setiausaha Kementerian *Pengajian Tinggi atau wakilnya;
(c) Ketua Pengarah Pendidikan *Tinggi atau wakilnya;
(d) Ketua Setiausaha Kementerian Kewangan atau wakilnya;
(e) Ketua Pengarah Unit Perancang Ekonomi Jabatan Perdana Menteri atau wakilnya;

(f) Peguam Negara atau wakilnya;
(g) tiga orang Naib Canselor mana-mana Universiti dan Kolej Universiti yang ditubuhkan di bawah Akta Universiti dan Kolej Universiti 1971;
(h) tidak lebih daripada dua orang yang merupakan ketua pegawai eksekutif mana-mana institusi pendidikan tinggi swasta; dan
(i) tidak lebih daripada tiga orang yang, kerana pengetahuan dan pengalaman mereka, boleh pada pendapat Menteri membantu Majlis.
