The Minister may make regulations for the purpose of giving effect to the provisions of this Part, and, without prejudice to the generality of such power, may by the regulations provide for— (a) the number of members of the Council; (b) the terms and conditions of office of members; (c) meetings and procedures of the Council; (d) the appointment of committees and subcommittees of the Council; and (e) such other matters as the Minister considers necessary for the proper functioning of the Council.
